I am asking advice for the amount of space above a tank on a shelf.

When are my options for lighting?
I do not plan to buy a florescent lid for every tank.
    Space needed to netting?
The contractors has never down this before.
I might get some bigger tanks now.

I try to keep 12 inches between but I have gone with 10 inches between tanks

I have one at 10 inches and it is pretty tight when I try to use the siphon and I only use a short handled net.

10 inches between is tight, I would only do that between shelves of 10's or smaller. 12 or 14 between larger tanks. I can show you how to build led lights that are much more economical then shop lights. As far as the racks go, TedsFishroom.com has a nice set of videos on setting up a fishroom, including how he builds is racks.
